Step One: Click on "Upload a mod" in the "Modding" section.

Step Two: Click on the three dots.

Step Three: Select the mod you want to open and click on "Open".

Step Four: Fill out the textfield "Author" and click on "Upload mod".

Alternative: When you are on the "Upload a mod" page, you can drag & drop the file into the program to open it.
